Halloween Mask...?

Does anyone know if the Halloween mask such as Bill Clinton, George Bush, Ronald Regan, did the creator need permission from these guys to distribute? Copyrights??? Very curious.Halloween Mask...?

I don't think that their likeness' are copyrighted like a cartoon or comic book character, or Elvis would be.


Anyway they don't have the time to go after a mask manufacturer in court.
