I don't think its illegal, but most people would probably think your mental, we have a kid at our school who is mental and he wears a joker mask while walking home from school, it scares me and my friends So if your looking to scare people go ahead and wear it.

some places like banks and post offices... and maybe some other places don't let you wear stuff like that... big hats, masks, motorcycle helmets etc...in case you rob the place and the cameras can't identify you.... but other than that your ok.
